First Batch: 20 Trainers From Lahore
The inaugural cohort brought together 20 experienced tour operators and guides from Lahore for intensive instruction under national and international tourism experts, covering interactive sessions, presentations, group work, and practical exercises. Training was delivered by Klaus Kreuts, a tourism expert from Germany; Aftab Rana, Managing Director of PTDC; and Saad Zahid and Jehanzeb Zafar from COTHM.
Why This Matters: Pakistan’s Guide Licensing Gap
This program isn’t happening in isolation — it’s part of a longer-running push to formalize tour guiding as a licensed profession. Pakistan has had tour guide legislation on the books since the Pakistan Tourist Guides Act of 1976, but enforcement has historically been weak, and industry officials have pointed to the unregulated growth of untrained, self-styled guides — often operating through social media with no formal certification — as a problem undermining service quality and visitor safety. PTDC has previously stated that training will become a mandatory prerequisite for tour guide licensing, meaning programs like this one are effectively building the certification infrastructure the licensing system depends on, not just running a standalone workshop.
Scale of the Rollout
PTDC’s target is 2,000 certified tour guides nationwide, using this trainer cohort as the seed group who will go on to deliver training in future batches across other regions. That model — training trainers first, then scaling regionally — suggests PTDC is building for sustained rollout rather than a one-time push, though the pace will depend on how quickly additional batches follow this first Lahore cohort.
What This Means for Tour Operators
For agencies and DMCs, a larger pool of certified guides addresses a long-standing operational pain point: sourcing reliably trained personnel for specialized routes (heritage sites, high-altitude trekking via Alpine Club-linked programming, cultural tours) without relying on informal, unverified local guides. As the certified pool grows, it could also become a differentiator agencies can market directly to international clients increasingly conscious of guide credentials.
